Who needs an asbestos survey in London
London has a large stock of pre-2000 buildings — Victorian conversions, inter-war houses split into flats and 1960s to 1980s blocks. Asbestos was banned in Great Britain in 1999, so anything built or refurbished before then must be presumed to contain it until a survey shows otherwise.
- Freeholders and managing agents of blocks and converted houses (common parts)
- Commercial landlords and tenants of shops, offices and warehouses
- Landlords and HMO owners planning works
- Anyone about to refurbish, rewire, replace fire doors or demolish
- Sellers whose solicitor has asked for evidence of asbestos management
Management survey or refurbishment and demolition survey?
A management survey is the standard survey for a building in normal use: it locates materials that could be disturbed by everyday activity and maintenance, and assesses their condition. A refurbishment and demolition survey is intrusive and covers only the areas where works will happen — it is required before those works start, as set out in HSE guidance HSG264.
